EPP Group secures safer and fairer driving rules for Europeans

The EPP Group welcomes the successful conclusion of negotiations on new EU driving licence rules – a breakthrough that will make roads safer, mobility easier, and reduce red tape for millions of Europeans.

“This is a breakthrough for European road safety and free movement,” said MEP Elżbieta Łukacijewska, lead negotiator for the EPP Group. “Our efforts will lead to safer roads, better mobility, fewer accidents, and stronger protection for all road users."

The legislation introduces key measures to help novice drivers gain experience more safely and reduce road accidents. A major achievement is the EU-wide implementation of a mandatory two-year probationary period for new drivers, alongside tougher rules on driving under the influence and not using essential safety equipment, such as seat belts.

A Europe-wide accompanied driving scheme will also be introduced, enabling young drivers to develop their skills in a controlled environment before obtaining a full licence — a proven success in many Member States. The scheme will also be open to professional drivers on a voluntary basis, boosting safety and helping address the shortage of skilled transport workers in Europe.

Another major improvement is the overhaul of EU rules on emergency vehicles, with clearer definitions now in place for police, ambulance, fire service, civil protection, and defence vehicles. Thanks to these changes, thousands of volunteer drivers will be able to get behind the wheel of emergency vehicles with a standard category B licence – once they complete additional training or pass an exam. This common-sense reform will cut red tape and open the door for more citizens to serve their communities.

To support citizens in the green transition, the EPP Group has secured increased weight limits for category B and BE licences, recognising the additional weight of electric and hybrid vehicles. Under the new rules, drivers will be able to operate heavier vehicles – including caravans – once they complete the appropriate training or examination.

On medical fitness to drive, the EPP Group has ensured that Member States retain flexibility in deciding how to carry out medical checks, avoiding unnecessary burdens on citizens and healthcare systems.  

Reflecting on the broader impact of the legislation, Łukacijewska concluded: "These new rules will make our roads safer and mobility fairer for millions of Europeans. This is what real, people-centred legislation looks like."
