Andrzej Halicki was born on 26 November 1961 in Warsaw. He graduated from the Department of Internal Trade of the Warsaw School of Economics with expertise in air transportation. During his studies, between 1988 and 1989, he was a member of the national authorities of the underground anti-communist organisation NZS (the Independent Students Association) and a leader of the organisation at the Warsaw School of Economics.
After graduating, from 1990 to 1992, he served as a spokesman and member of the national board of The Liberal Democratic Congress, among others, during the tenure of Prime Minister Jan Krzysztof Bielecki. During the first term of the Polish Sejm (the lower chamber of parliament), he was a spokesman for the Parliamentary Club of The Liberal Democratic Congress.
In the early 1990s, Mr. Halicki was the Head of the public affairs division and later Director of the Polish branch of the American agency Burson-Marsteller. He was a founder of GGK Public Relations Agency, operating as part of the international agency Lowe GGK, which belonged to the world's largest advertising network, IPG. He left the company after being elected to the Polish Parliament in 2007.
Since its inception in 2001, he has been a member of The Civic Platform Party and was re-elected to the Polish Parliament until he won a seat in the European Parliament in 2019. Mr. Halicki served as Chairman of the Foreign Affairs Committee in the Polish Parliament's lower chamber and Head of the Constitutional Accountability Committee. From 2009 to 2010, he served as a spokesperson for the Parliamentary Club of The Civic Platform. He served as Chairman of the Regional Structures of the Civic Platform Party in the Mazovia Region of Poland from May 2010 to 2021. Since then, he has been a member of the national authorities of the Civic Platform Party.
Andrzej Halicki served as the Minister of Administration and Digitalisation from 2014 to 2015.
In addition to his role in parliament and government, he was Head of the Polish delegation to the Parliamentary Assembly of the Council of Europe (2012-2019), becoming Vice-President of the Assembly from 2012 to 2014. In 2015, President Nicolae Timofti awarded him the Order of Honour of the Republic of Moldova.
Andrzej Halicki is well known in Poland for his passion for animals, travelling, scuba diving, and sports, particularly football and basketball, which he practices regularly. He is also a long-time football fan. Together with his wife and son, he breeds Great Danes, which are an essential part of the Halicki family.
