Born in 1947. Castilla y León. Graduate in Modern and Contemporary History and degree in European Community Studies. National Senator for Ávila during IV Legislature. City councillor and spokesperson of the Partido Popular in the City Council of Ávila (1991-1995). MP for Ávila during the V Legislature. Member, Spanish Senate for Ávila during VI and VII Legislatures. President, Defence Committee of the Senate during the VI Legislature. Mayor of Ávila from 1999 to 2002. Former president, Partido Popular of Ávila. President, Committee on Migrations, Refugees and Demography of the Parliamentary Assembly of the Council of Europe (1997-2001). Former President, Spanish Delegation to the WEU (Western European Union) (2000-2002). Director-General, Police Department (2002-2004). MEP since 2004.
